On October 23, we sent an email letter from our chair, Peg McGreevy and Betsy Day, President/CEO of the Community Foundation of Frederick County. That communication announces our upcoming transition to an independent 501(c)(3) organization. After nearly 20 years of operating as a component fund of the Community Foundation, we're ready to fly solo!
We share that letter here and we've added a "Frequently Asked Questions" section to help answer some of the questions that our members and supporters may have. We'll continue to provide additional details as the process unfolds.
Dear WGC Members and Friends,
We are writing to share some exciting news about the future of the Women’s Giving Circle and to celebrate the strong and supportive relationship that has brought us to this important moment.
After nearly 20 years of partnership, the WGC will begin transitioning from its affiliation with The Community Foundation of Frederick County to become an independent 501(c)(3) nonprofit organization.
This is a significant milestone, and one that comes with mutual enthusiasm, collaboration, and confidence in the road ahead. The Community Foundation has proudly supported the WGC since its inception, providing financial stewardship and nonprofit infrastructure, and serving as a champion as the WGC grew from a bold idea into a powerful force for promoting and supporting programs that enable and empower women in challenging situations to improve the quality of their lives. Today, we celebrate the success of that journey and the opportunity for the WGC to take its next step toward long-term sustainability and impact.
This decision reflects the organization’s growth and evolving needs, and it was made with thoughtful planning and collaboration between both entities. It positions the WGC to formalize its structure, establish dedicated leadership, and strengthen its capacity to grow and deliver on its mission.
Although this marks a new chapter, we remain deeply connected and committed to a smooth and supported transition. The Community Foundation will continue to provide operational support during this period, including the use of its grantmaking platform for the 2026 grant cycle. Our teams are working closely to ensure continuity for grantees, partners, and members.
Most importantly, this transition would not be possible without the dedication, generosity, and leadership of the WGC community. We thank you for walking alongside us over the past two decades, and we’re excited to take this next step, together.
More updates are on the way, but for now, we simply want to express our gratitude for the partnership and support that have brought us to this moment and our commitment to continued impact in the years to come.
With gratitude for all we’ve accomplished together and excitement for what’s ahead,
Peg McGreevy Betsy Day

FAQ about our transition to 501(c)(3)
Q: Why is this change happening now?
A: As we begin our 20th year as a collective Giving Circle, we are poised and well-equipped to operate independently, building on the structure and support that the Community Foundation has provided. We're excited about this step forward in our journey to support women in Frederick County!
Q: What is the timeline?
A: Once we file the application with the IRS, we will need to wait for the final approval. The expected duration of this period is highly variable and out of our control. It could easily be six months or more. Meanwhile, we'll be working through the operational planning involved in the transition so that we're ready to hit the ground running. We are very grateful to the Community Foundation for their support throughout this transition period.
Q: How will this change affect the 2026 Grant Cycle?
A: There will be no changes to the structure of our 2026 grant application process. The Community Foundation of Frederick County will continue to host our grant applications and will provide support as they have since the Giving Circle's inception. This should be completely seamless and we will be announcing the dates of the 2026 application period very soon.
Q: Where should donations be sent?
A: Until our 501(c)(3) application is accepted by the IRS, all donations will continue to be processed through the Community Foundation. The transition to our own donation system will be smooth and fully supported by the Community Foundation when the time comes. We'll keep you posted!
